ISSUE: He feels that he got cited for having his dog in a park, on leash but not attached to something, on a minor technicality. Signs say nothing about dog being attached to something.

Statement of Purpose

For more than a decade, dog owners in Boise, Idaho have been asking the Boise City Council and Boise Parks and Recreation departments to designate off-leash hours in appropriate parks so dogs and their owners can enjoy the health benefits of exercising and socializing with one another.

However, the city and Parks commissioners have buried Boise dog owners in a bureaucratic quicksand. The city would rather spend taxpayer money to stalk off-leash dogs and issue tickets in Boise’s parks, many of which are deserted in early mornings and during the winter. Since dog owners have become more vocal about their needs, Boise City has escalated its patrols, creating a climate of fear and intimidation. Oftentimes, a dog owner is given a ticket when he or she is alone in a park walking their dog.

Boise dog owners want the harassment to stop while they work together with the city on solutions that would benefit everyone.

In 2011, the Parks and Rec Commission is conducting a pilot program to allow off'-leash dogs in a few parks for a few hours.
